Funding the Training for Construction’s SMART Green Future
Aim of the Conference
SMART Digital methods and technology as well as green skills with also the move to a larger proportion of construction projects being delivered by off-site manufacturing techniques is driving a fundamental change in the skills needed in the industry.
To support this BACH’s members will need investment in resources and equipment so they are able to support the training needs of the sector. Crucially they will also need to be able to recruit tutors and assessors with the updated knowledge and skill to train our learners at competitive pay rates.
BACH’s survey report published in February this year clearly found that overall, there is insufficient investment funding available to FE Colleges to achieve the industry’s needs. There is also a shortage of tutors and assessors and a major gap between when Colleges are able to pay and competitive rates in the sector.
The survey report stated that a wide range of urgently needed changes must happen for BACH members to tackle the challenges and be able to support the industry so that employers get the people with the skills it needs, including:
Funding rates to be set to adequate levels to fully cover the additional costs for resources, materials and staffing;
Capital investment is increased so that all areas of the country have proper access to adequate funds;
CITB levy is leveraged wherever practical to address the challenges and provide support to the training providers and the employers; and
Employers and the Colleges work together at the local level to share resources such as seconding or guesting people from industry to contribute to teaching, particularly in the new digital, off-site and green skills part of the curriculum.
This Conference will bring together BACH members with key employers from the Construction Leadership Council’s People & Skills Group, together with representatives from CITB, to discuss these challenges and agree on what practical action is needed to address them.

COVID considerations.
We have spoken to several places about a meeting room for Wednesday. We have looked for approximately 1.5 metre spacing. We are paying for a meeting room as Bob has retired. The larger the room, the more it generally costs.
I have held the Friends of the Earths Boardroom, which had a Pre-COVID capacity of 25 and now is set at 15. Their café is due to re-open on 1 October, but if not, we will arrange for lunch to be brought in.

Your Opportunity – New Committee for BACH in the West Midlands
Bob Howlett, the BACH Chair and recent National Chair, retired in July this year. We are now looking for a New Chair plus other Officers. Please put yourself forward or suggest another Member for the roles. Other Officers are Vice-Chair, Recruitment Officer and Events Organiser.
BACH now has over 100 Members. With College Groups that is over 150 Colleges and 260 Named Members. Many of you know that the British Association of Construction Heads (BACH) was established over 30 years ago. Our Members manage the majority of learners studying the construction curriculum across England and Wales. We are expanding Membership across the UK for those leading construction training from pre-apprenticeship to post-graduate level.
We have set up a short MS Teams meeting at 14.30 on 29 September 2021, where West Midlands Members can discuss the way forward for their Region. Book online
Does anyone want to Chair that meeting? You do not have to be a Member to attend, but you will for future BACH and its Regions events – see joining offer below.
Does the Region need a Vice-Chair to represent the Colleges outside the West Midlands Combined Authority?
To get the Region back to full strength, we are offering 16 months Membership for £350 less another £25 paid for by our Supporter Dovetail & Slate. That is £325 for Membership up to 31 December 2022. The offer is valid up to 10 October 2021.
Our National Annual Conference is in Lincoln from 14 to 16 November 2021.
